Businesses and professional services should be heading back into the central city and not look to establish themselves in the north-west suburbs. This is the view of the FendaltonWaimairi Community Board which say the city council should not keep handing out earthquake permits for businesses that relocated out of the central city. After the February 2011 earthquake some businesses that were in the central city had to relocate into the suburbs to continue trading. To do this they needed a special

temporary permit as the district plan prevents businesses from relocating into the suburbs. City councillor Jamie Gough said this put strain on the suburban infrastructure, particularly with parking. “The car parking situation around there is a classic example of why big businesses needs to move back into the city centre,” he said. “We should stop allowing so much flexibility to operate in suburbia.” He said the temporary permits should be phased out earlier than the scheduled date of April next year. “We are at the end of 2015, I don’t

think anyone can say we are in a immediate recovery stage anymore which is why those permits came about,” he said. “We have an oversupply of offices in the city now, rents are decreasing while office quality is on the rise. Over the last six months, 22 temporary accommodation permits have been approved in the city. Savills manager Ryan Geddes, who leases office space in the central city, said it was time for businesses to get back into the central city. He said while the buildings were more expensive than pre-earthquake commercial premises, they were

better quality. “You are renting a brand-new building that is much more efficient than if you were renting a 20-year-old building,” he said. City council acting resource consents unit manager John Gibson said the city council is required to consider each temporary accommodation approval application on its merits. “That includes whether the activity qualifies in terms of being a legitimate business existing prior to the earthquakes that has subsequently been displaced as a result of the earthquakes,” he said.

Bid to rename playground ANDREW KING A Bishopdale playground could be renamed to reflect the big, grey creature that has stood in it for years. The playground on the corner of Harewood Rd and Leacroft St has a large grey elephant slide and has been known to locals for generations as elephant park. Fendalton-Waimairi Community Board deputy chairman David Cartwright will move a notice of motion at the board’s meeting today. Mr Cartwright said locals have been calling it elephant park for a long time. “We [the community board] have been talking about changing the name for years,” he said. He said that he called it elephant park when he was a kid and now his children do the same. The playground is part of Bishopdale Park and if it is renamed it will not change the park’s name. He said the expected time to work out if the change can be made is around three months Mr Cartwright said. “This probably doesn’t hap-

DETOURS IN PLACE Edgeware Rd between Sherborne and Bishop Sts is one way eastbound for about three months. There will be a short detour in place to get to Edgeware-St Albans businesses affected by these works. Bishop St is one way for southbound traffic between Edgeware Rd and Canon St from mid-October for about two months. St John sent an ambulance and rapid response vehicle but were stood down as there was no one left in the vehicle. A fire communications spokesman said they reported it to police who brought dogs to the scene to track the vehicles occupants. The St Albans fire station sent one fire engine to investigate power lines arching and discovered the car crash further down the road.

Mona Vale Homestead is on schedule to be repaired by the end of June. Work to repair the iconic Fendalton Rd landmark began on January 30 this year. Joanna Fieldes is a selftaught artist with a uniquely surreal vision of her country and culture, unencumbered by conventional modes of Hide & Seek representation. Successfully exhibiting in solo, joint and group shows in public and private galleries around New Zealand since her first solo show in Auckland in 2004, Joanna has developed a distinctively resonant style of her own. “In this selection of oil paintings I have combined New Zealand landscapes with flora, fauna and still life objects in ways that suggest alternative subtexts to the ubiquitous stories of our colonial past. These works explore, from my Pakeha perspective, the colonization of New Zealand. Central to my theme is the lasting impact that European explorers, early colonial settlers and those that followed have had on the indigenous environment and inhabitants of this corner of the South Pacific.

The ‘Artist Quarter’ was my main outlet where I took orders for leather foot wear and also where I first met Angela and Stuart of the Little River Gallery. I am now into completely different things. I love working with copper which is in some ways similar to leather. I still make patterns and copper is quite malleable, as is leather. Our Lives are a constant rush to be somewhere or meet some important deadline. Allow time to follow a path that leads not to great wealth but to Aborial Illumination creative fulfilment.

The Marshland Rd Bridge upgrade has been given the goahead by city council. The $7m upgrade of the bridge and road, which will include new traffic signals, could start next year. Work is likely to begin next February and will take 18 months. Residents have welcomed the move, saying they have waited 10 years for the city council to make safer the “dangerous” intersection. Spencerville Residents Association president Jenny Knight said the group had started talking to the city council 10 years ago about safety at the intersection. “We have been trying to get it upgraded for a while so it is good that it is going to happen as it is quite a dangerous piece of road,” she said. But the city council report to a joint community board meeting said it was the growing subdivisions in the north of Christchurch that prompted the work.

UPGRADE: Marshland Rd bridge will be widened with work likely to begin in February.

Under the plan, vehicles will be able to turn right from Hawkins Rd onto Marshland Rd, or travel straight through from Lower Styx Rd onto Hawkins Rd. Cycle lanes and footpaths across the bridge are also planned. In a report to the community boards, project consultation leader Philippa Upton said it

would improve the safety of the intersection and increase capacity, allowing for growth in the Prestons and Highfield subdivisions. She said people would be able to walk across the bridge from the Janet Stewart Reserve on one side to the Kaputone Confluence Conservation Park on the other.

TREE REMOVAL DECISION The Fendalton-Waimairi Community Board will decide if it will remove two trees outside 63 Rossall St, Merivale. The board will decide tonight if they will remove both trees and replace one at another position or just remove one tree. Both options will require costs to be borne by the applicant including the replacement planting. NO STOPPING LINES The Fendalton-Waimairi Community Board will make a decision tonight if it will install no-stopping lines on the corner of Stackhouse Ave and Eastling St, Bishopdale. Seven new houses on the corner of the intersection and a new driveway are forcing residents and their visitors to park in the area between the intersection and the

newly constructed driveway. This is creating visibility issues for vehicles approaching this intersection. After city council staff had investigated the request it was determined the narrow constraints of the road and the close proximity to the intersection of Eastling St, mean if vehicles park in this location visibility would be compromised creating a road safety issue. ROLLED CAR Sockburn and Harewood fire stations responded to reports of a car rolled in a driveway in Wilfrid St, Ilam, on Monday. A fire communication spokesman said when the crews arrived they found no one in the car. STUDENT APPLIES FOR GRANT Burnside High School student Caitlin Hendren has applied for a grant of $400 from the Fendalton-Waimairi Community Board’s youth development fund. The money will be used in a study exchange trip to France from November 29 to January 12. The purpose of the exchange is to provide students the opportunity to experience the French culture and improve their French language skills, particularly the most difficult aspects which are listening and reading. Students participating in the trip are billeted with a French host family and will be attending La Source school in Meudon, Paris.

Tinkering around at home with electronics has paid off with an engineering award for a Burnside High School student. Nathan James was the overall male winner for his iDispense Master Bulk Bin Vs 2 design in the annual Bright Spark Awards in Auckland on Thursday. The bin gives shoppers the power to choose how much product they want and at what cost, rather than using hand-held scoops currently available in supermarkets. With his iDispense prototype, an app can be downloaded onto a shopper’s phone or the supermarket could have an iPad in-store for the customer to weigh and price out how much their product has cost. Nathan has been a finalist for the last five years and it is the second time he has entered his iDispense design, this year it won the category. “This is my third prototype. My first was completely different, the second was a bit better and this one is pretty much on track. I’ve got it down to about one gram accuracy which is pretty perfect,” he said. Nathan came up with his design after going to the supermarket to buy trail mix for a tramp he was going on. Skills Organisation general manager of strategic engagement Stephen Waters said the awards were a celebration of inventiveness. “The awards give bright young Kiwis a platform to show their ingenuity and emerge as future leaders in the New Zealand electro-technology industry.” Entrants walked away with a combined prize pool worth $10,000 and exposure in the technology industry as young and upcoming engineers, programmers and electricians.

Charity gets $1224 from Rangi fundraiser Rangi Ruru Girls’ School students raised $1224 for Make a Wish New Zealand. Year 7 and 8 students last Thursday held a market day to raise money for the charity. It had a variety of stalls, games, and food all aimed at raising as much money as possible. The money was raised in around three hours after a steady flow of teachers, students and parents came down to the school to show their support. Make-A-Wish started in the United States in the state of Arizona in 1980 after Christopher Grecius’s wish was granted. All his life, Christopher dreamed of becoming a

state trooper – and this wish was to become the inspiration for the largest wish-granting organisation in the world. In early 1986, after what they had heard of Make a Wish in the United States, a small group of people met in Auckland to discuss the

formation of a New Zealand team. From this first meeting in Auckland a team decided to pursue the mission of granting wishes to sick children in New Zealand. Later that year, Make a Wish New Zealand officially opened in Auckland.

It’s been quite a quiet week so it’s time for a little lecture. We have spent the last 25 years extolling the virtues of smoke alarms. We still do. And we’ll never know for sure the numbers of times a working

smoke alarm has saved a life. We do know that statistics tell us we have fewer fire deaths now than then and we like to think smoke alarms are a significant part of that. But smoke alarms only are just half of the story. Sleeping with bedroom doors closed is strongly recommended.

I know of two incidents where young children have died where I am absolutely certain they would have survived the incident by having the bedroom door shut. On hearing a smoke alarm somewhere in the house and touching the closed door you will know if it is dangerously

hot on the other side. If the door is cool, kneeling or bending and cracking the door will ensure if there is smoke, if so it is likely to be above your head. If the way is clear you go and investigate. It might be no more than toast cooking. A second way out, via the window needs to be planned for.

Once out you should let everyone in the house know there is danger by shouting and banging. Having a meeting place means all occupants will be aware each other is safe. And phoning 111 from that safe place or the neighbour’s finishes it all. It’s called a home escape plan. Have one!

Fixed on forensics Forensic science has always interested Georgina Scott and now she has written a book as part of a school project. The 12-year-old Selwyn House School pupil, of Redwood, spent most of this year researching and compiling information on forensic science to present as her “passion project”. Speaking with experts in forensics, Georgina was able to put together an interactive crime scene. “People could walk through the display getting information then interact with it by getting their finger prints taken or swabbing for DNA.” Part of the criteria for the

project was to produce something pupils are passionate about. “I wrote a children’s book as my product,” Georgina said. She wants to distribute her book around a few schools in the area to show others her research. Georgina said it is difficult to explain all the technical side of forensic science to her friends. “I just tell them it is how you catch a killer,” Georgina said. “The most interesting thing I found out was that DNA can transfer through talking,” Georgina said. “You have to wear three layers of clothing to prevent DNA from getting on the evidence.”

Secondary school students from the north-west of the city have won big at the Zonta Sports Awards on Thursday night. Out of 50 finalists from the area, there were eight winners and five highly commended recipients over six categories. The awards ceremony was held at the Hornby Working Men’s Club. Set out to take Catholic education Jo Earl will be the first principal at the newly formed St Francis of Assisi School in Mairehau. She speaks with Andrew King about why she is a principal, working in Catholic schools and what she wants to achieve in her new position Hi Jo. Tell us how long you have been a principal for? I have been a principal for eight years. What made you want to get into teaching? I just enjoy making a difference for children and families. What was it like when you first got into teaching? It was 30 years ago when I started. It was exciting. Teaching was something I have always wanted to do. It was as far back as I can remember, it has always been on the radar. What is your favourite thing about NEW PRINCIPAL: Jo Earl will be the first principal at the new Catholic school.

being a principal? Wanting to be a principal is wanting to coach and mentor other teachers to be the best they can be for the pupils. I try to be really visible in the classrooms and provide professional learning development. And of course staying ahead of what is considered to be best practice in education. Where was your first job? It was in Favona Primary School in Marare in South Auckland. It was pretty interesting. It was a really good first placement and it taught me a lot about behaviour management. Have you always taught at primary schools? I have always taught in primary schools. I do not have much desire to teach high school students. What was your first day at school like as a teacher? It is exciting when you get your own class and be able to run your own programmes. It is something that everyone looks forward to. The ability to make your own education plan is great. Do you remember your first day as a kid? I started school in Malaysia. My dad

was in the army. We moved around quite frequently and changed schools a lot. It made me more confident in meeting new people. You had to keep starting again so it built good social skills. How many countries did you move around? Just Malaysia, then the rest of the time we moved around New Zealand. Christchurch is my favourite so far. We stopped moving when I hit high school. I went to Villa Maria College. What are you looking forward to at St Francis? It is kind of a unique opportunity. There is not many that get to start at a new school. It is nice to start like that, developing the school and bringing two communities together will be a challenge but a positive challenge. The school is a merger between St Paul’s School and Our Lady of Fatima School, have you ever worked in a merged school before? No I haven’t. We are constantly talking with the board and looking to the future. Have you been involved with the development of the new school?

I have been involved in refurbished blocks before. But nothing like this. I am very handson now. Not with the actual construction but the choosing of furniture and basically everything you can think of. Did you grow up in Christchurch? I was born in South Auckland. I have two brothers and three sisters. They are all in Christchurch except for one who is somewhere else in the South Island. I was the only one who got

into education. Do you have kids yourself? I do, I have two but they are now adults. What do they do? George is an electrician, and Megan is a court registry officer. Did you ever teach your kids at school? No I didn’t teach them [at school] while they were growing up. Why do you want to be the principal of a Catholic school? I have been working in Catholic schools for the last 12 years.

You have to be Catholic to be a principal of a Catholic school. It is a really holistic approach to teaching. It is a requirement to have 60 per cent of teachers to be Catholic. What do you will you bring to the table as principal? One goal is to bring the two communities together, working and thinking as one. I would like to see it [the school] at the forefront of Catholic education. I have some ideas about how to do it but not ready to share them. I guess we will just have to wait and see, thanks Jo.

CHRISTCHURCH BRIDGE CLUB The Christchurch Bridge Club has been running since 1952 and has about 850 members of all ages and skill levels. KEEPING YOU INFORMED | OCTOBER 2015 QUESTIONS AND ANSWERS How does a property qualify as having ILV land damage? To qualify for ILV land damage, a property must meet engineering criteria which confirms the insured land does not only have material vulnerability to liquefaction damage after the Canterbury earthquakes but the vulnerability has also materially increased as a result of ground surface subsidence of the land caused by the Canterbury earthquakes. In addition, the increase in liquefaction vulnerability must have caused a reduction in the market value of the property.

Customers get certainty on ILV land damage Most of the 8,500 green zone customers who last year received a letter from EQC that their property potentially has Increased Liquefaction Vulnerability (ILV) land damage will be contacted in the next two months to confirm whether or not this is the case. “The first qualification packs have gone out this week and we expect to give certainty to all affected customers by early next year at the latest”, EQC Head of Canterbury Land, Keith Land says. Settling claims for ILV land damage is a world first and has involved a significant amount of geotechnical research and engineering assessments by EQC’s engineers Tonkin and Taylor. “We acknowledge it’s taken time to get to this stage and we would like to thank our customers for their patience. We’re confident all the work that has been done to date has contributed to a robust assessment process which should give homeowners confidence that all properties have been assessed fairly and consistently,” Mr Land says. The engineering assessment methodology, which was developed by Tonkin and Taylor, was peer reviewed by an independent expert review panel, comprising world-leading liquefaction researchers. EQC will use a two-stage approach to advise customers what EQC’s ILV settlement decision is for their property. This reflects feedback received from customers who said they want to hear from EQC as soon as relevant information about their properties becomes available. “The next stage of the process will be to send those customers whose properties do qualify a settlement pack, with detailed information on the

basis of the settlement and payment amount. The settlement packs will be sent out throughout 2016,” Mr Land says. EQC will cash settle ILV land damage and not manage the repair of ILV land, which is in line with how EQC has settled claims for other types of land damage caused by the Canterbury earthquakes. Cash settlements for ILV land damage will be based on one of two approaches: cost of repair or the reduction in market value of the property due to ILV land damage, also called Diminution of Value (DOV). “How exactly it’s going to look in terms of the settlement approaches and the amount for each of the qualifying properties is something we are working through now,” Mr Land says. Later this year and early next year EQC is holding a number of community meetings around Christchurch for homeowners who receive confirmation from EQC about whether or not their property has ILV land damage. “We want customers to have an opportunity to hear from us and our engineering advisers Tonkin and Taylor face-to-face, so that they can get a good understanding of what‘s been involved in making the qualification decision for their property,” Mr Land says. It is possible a property experienced significant liquefaction induced damage as a result of the earthquakes but will not qualify for ILV land damage. A property will only qualify for ILV where subsidence to the insured land has caused it to become materially more vulnerable to liquefaction. If the insured land was already prone to liquefaction before the earthquake and the vulnerability has not materially changed, it won’t qualify. What information was used for engineering assessments of a property? The qualification decisions are based on a number of sources of information, such as ground surface levels derived from aerial surveys (LiDAR), groundwater levels monitored through around 1,000 wells, and soil characteristics data from extensive geotechnical investigations involving 18,000 Cone Penetrometer Tests (CPTs), 4,000 boreholes, and 6,000 laboratory tests. How will you decide which properties will have their settlement based on DOV or on repair cost? EQC’s general preference is to settle ILV claims based on the repair cost together with any DOV of the insured land that is not remediated by the repair methodology. In general, EQC will adopt a repair methodology that remediates the land damage under and immediately around the house in line with the MBIE Guidance. This means there will be an area of the insured land that will not be remediated so the settlement may include an amount to reflect any DOV for this area. The nature of ILV land damage means that a repair methodology may not be technically feasible; able to be lawfully undertaken; or able to be undertaken, given the high costs and practicality of making the repairs. In these circumstances, EQC will settle the ILV land damage based on DOV. Where a property with ILV land damage has been sold since the earthquakes, the settlement will also be based on DOV. EQC may settle ILV land damage based on the repair costs where a repair methodology is available and the customer intends to undertake the repair of the land within a reasonable period of time using that methodology. When determining whether there is a repair methodology for a particular property, EQC will consider several factors, including whether it would be recommended by a prudent engineering advisor and whether it could be practically carried out on the property. The ILV Policy outlines how EQC will decide between repair or DOV settlement for a property and a copy of the Policy can be found on EQC website at www.eqc.govt.nz/ILV.

Problems getting goods delivered?

Thought you’ve got a bargain online and then its never arrived or taken forever? Sadly, this is a familiar scenario for us. Recently Lisa contacted us after the tickets she ordered for a jazz concert didn’t arrive until after the performance. Unfortunately, these sorts of issues have often been very difficult to resolve, with the seller blaming the courier and the courier company blaming the seller with the poor consumer stuck in the middle. The courier company has obligations under the Consumer Guarantees Act to provide their service with reasonable care and skill, which should include timely delivery of goods. In this example (as in many other cases) the courier company claimed that the delay in the delivery of Lisa’s tickets was outside of their control, leaving Lisa with few options apart from taking them to the Disputes Tribunal. The good news is that this is that from the June 17, 2014, changes to the Consumer Guarantees Act came into place which means that consumers

are not left stuck in the middle between the supplier and the courier company. One of the key changes is a new guarantee of delivery, which means that when a supplier is responsible for arranging the delivery of goods then they must ensure that the goods reach the consumer in the agreed time period (or a reasonable time if no time period was agreed). As with all the protections provided by the Consumer Guarantees Act, this guarantee only applies to goods bought for personal use, from a trader based in New Zealand (so not for overseas purchases or private sales). The upshot of all of this is that if Lisa had this problem after the June 17, 2014, then she could have gone directly to the seller of the ticket (a ticket company), who would have had to sort out the problem and refund Lisa’s ticket (and potentially any other costs she incurred due to the late delivery). Those travelling along Harewood Rd will be aware that there are major changes affecting the Sanitarium site. A large part of the complex that several generations have associated with the manufacture of Marmite and Weet-Bix, is being cleared to allow the construction of a Mitre 10 megastore. This will be accomplished in two stages; the current project will provide a 7788 sq m retail warehouse and a 1900 sq m garden centre as well as car parking and vehicle access. Stage 2, including the demolition of the remaining portion of the Sanitarium factory, will start in 2019. As a condition of the consent required to redevelop this site, the new owners agreed to retain a part of the famous landscaping behind the original art deco masonry fence fronting onto Harewood Rd. These gardens were first designed in 1931 and the company had always maintained them to a high standard. Thus at least one link to the past will be preserved. Since 2004, another facility, the fountain, had become a notable feature that will also be retained. Although relatively recent on

this site, the fountain has a long history. It is part of the Georgian/ Victorian tradition of cast and wrought iron structures ranging from bridges to decorative gates produced in Coalbrookdale, Shropshire, from the late 18th to the early 20th centuries. The date of manufacture of this example is not known; in her book Sanitarium, Dianne Morris recalls that its components were purchased by agents of Maison Rouge, a Christchurch garden architectural firm, in a ‘field sale’ on the Isle of Wight. In 2003 the parts were reassembled on its present site and Sanitarium staff devised and installed the pumping system to give a second life to a fine example of Victorian design and engineering. Closer examination reveals

some similarities to the Peacock fountain in the Christchurch Botanic gardens. The latter is also a Coalbrookdale product but of a much grander scale and is more exuberant in its colour scheme. Currently the Sanitarium installation is not operating and while there is nothing as forlorn as a fountain that is not operating, we can look forward to the day when the display will be able to be enjoyed again. Whether we will have to wait until the completion of the Mitre 10 project is not known. The illustration shows the current situation with the temporary contractor’s fence indicating the division of the area that is being redeveloped and the portion that will remain for the pleasure of the community.
